Chief of Party, USAID/Peru Monitoring, Evaluation, and Learning for Sustainability (MELS) Activity, Peru

Proposal Objective :
Social Impact is bidding on the anticipated follow-on to the USAID/Peru MELS Activity.
The purpose of the activity is to provide USAID/Peru, including its bilateral and South America Regional portfolios, as well as USAID/Brazil and USAID/Paraguay, with technical and advisory services in planning, designing, conducting, disseminating, and learning from monitoring and evaluation of the Mission's portfolios. The goal of this activity is to improve the achievement and sustainability of USAID's development outcomes. Additionally, this award will provide services to strengthen the monitoring, evaluation, and learning capabilities of USAID/Peru staff, targeted local partners, and Government of Peru (GOP) stakeholders. The project's scope will likely include:

1. Design, implement, and disseminate evaluations, assessments, and special studies;
2. Provide technical assistance and training in monitoring and evaluation to USAID/Peru and its implementing partners;
3. Strengthen Government of Peru's monitoring and evaluation capacity;
4. Increase collaboration, knowledge management, and learning capacity of USAID to improve sustainability of outcomes.

Position Description :

Social Impact is seeking a full-time Chief of Party to provide overall leadership of this MEL Platform project, including overall activity management and oversight of technical operations and support.

This will be a full-time position based in Lima, Peru for the duration of the contract, contingent upon contract award. The anticipated award date for the proposal is Summer 2025.

Responsibilities :

1. Lead and manage the overall Contract. Supervise and lead the team, responsible for overall implementation, results, and management.
2. Develop and oversee contract work plans, budgets, and reports based on expected contract outputs and results using an adaptive management approach.
3. Supervise and manage all work of local and international project staff (including employees and consultants).
4.
Ensure quality control and the overall responsiveness of Monitoring, Evaluation, CLA, and Knowledge Management technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID.
5. Provide overall responsibility for all deliverables through the MEL Platform, inclusive of data collection, monitoring, assessments, report generation, learning and dissemination activities, and related tasks.
6. Identify issues and risks related to contract management in a timely manner and manage the activity's financial resources in accordance with the budget as well as USAID policies and regulations.
7. Serve as the main point of contact between Social Impact, USAID, Government of Peru officials, and related partners.
8.
Oversee the project's financial and contractual resources in accordance with the budget as well as USAID policies and regulations.
9. Manage the preparation and presentation of all reports.
10. Willingness and ability to travel to different activity sites across South America.

Qualifications :

1. Master's degree in the field of international development, business administration, public administration, social sciences, or related field.
2. Demonstrated experience supporting USAID MEL efforts.
3. Experience in the oversight of MEL or M development projects as Chief of Party.
4. Demonstrated understanding of USAID initiatives, practices, and policies, including the USAID MEL practice, USAID Localization Initiative, etc.
5. Experience designing and conducting evaluations, monitoring, and oversight of MEL and CLA tasks for international development projects, ideally funded by USAID.
6.
Experience managing research and/or M in Peru or the South America region.
7. Proven supervisory, mentorship, and leadership capabilities for all levels of local and international staff (employees and consultants).
8. Excellent ability to deliver sound guidance, leadership, and solutions on a variety of M, Learning, Knowledge Management and other technical tasks.
9. Excellent demonstrated ability to effectively interact with and develop relationships with USAID and other stakeholders.
