It is estimated that these mitigation actions would not cover the mitigation gap needed to accomplish Peru's NDC, making it necessary to identify additional actions to close the mitigation gap, preferably via carbon markets. In parallel, the Industrial Processes and Product Use (IPPU) sector only contributes with a limited number of mitigation actions (2.3 of Peru's NDC). These conveying circumstances have motivated Perus Ministry of Environment to identify and analyze the economy of mitigation actions, to determine which ones could contribute the most to reduce the NDC's mitigation gap using national funds, and which could be feasible to finance through carbon markets.The Government of Peru (GoP), through its Ministry of Environment, has requested support to conduct such tasks. The Korea Environmental Industry and Technology Institute (KEITI) responded to this request via a project focused on the identification and analysis of mitigation actions in the IPPU and Transport sectors, which were not previously considered by Peru.The Global Green Growth Institute, as an implementing partner to KEITI, will conduct an economic analysis that will result in the estimation of the MarginalAbatement Cost Curve (MACC) of selected mitigation actions, while creating technical capacities within the GoP in economic analysis via training sessions and analytical tools.OBJECTIVES OF THE ASSIGMENTMAIN OBJECTIVEIncrease the ambition of Peruvian climate goals by identifying mitigation actions currently not considered under its Nationally Determined Contribution (NDC) and determine their implementation feasibility through carbon market schemes.SPECIFIC OBJECTIVESIdentify mitigation actions not considered in Perus latest NDCPrioritize mitigation actions to be analyzed through a consensus process among relevant Peruvian MinistriesConduct a Cost:Benefit Analysis to assess the prioritized mitigation actions and estimate a MACCBuild economic assessment capacities within the Ministry of Environment (MINAM) and selected stakeholdersCreate a CBA tool for mitigation actionsDELIVERABLES AND PAYMENT SCHEDULEACTIVITIES:The consultancy must carry out at least the following activities:Review Perus current climate change policy documents and identify mitigation actions in the IPPU and Transport sectors not yet considered in the latest NDC.Identify whether the mitigation actions identified in Activity 1 have been successfully implemented in the Latin American region, and if they may be feasible to adopt under the Peruvian context.Conduct a virtual workshop to prioritize the top four (04) mitigation actions from all the mitigation actions found in Activity 2, taking into consideration their mitigation potential, technical and financial feasibility, information availability, and economic assessment.In consensus with MINAM and other relevant Ministries, determine the economic parameters to be used during the economic assessments (discount rate, analysis period, exchange rate, etc.)Gather economic and financial data to conduct Cost:Benefit Analysis (CBA) on the selected mitigation actions, and deliver a MACC based on the CBA results.Develop an MS Excel:based tool to help the GoP conduct future
