Setting and Reporting**- The Regional Office is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate organizations, regional civil aviation bodies, UN Agencies and programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies, decisions, Standards and Recommended Practices (SARPs) and air navigation plans. The Regional Office also provides technical guidance and assists States in their implementation activities and is also the Portfolio Holder of SAM States for the Universal Safety Oversight Audit Program (USOAP) of ICAO. SAM Regional Office acts as Coordinator of the Regional Safety Oversight System for Latin America, Within this context, the Regional Officer, Aerodromes and Ground Aids (RO/AGA), provides sound advice to States on various matters pertaining to Air Navigation Services and related AGA matters; S/He participates as USOAP Auditor on USOAP CMA activities, and also identifies deficiencies in the field of AGA which adversely affect the aerodromes operations and suggests appropriate remedial measures. The Regional Officer, AGA is the coordinator for the activities of the Regional System on Safety Oversight for Latin American (SRVSOP) on the AGA field as part of the support provided by ICAO to SRVSOP. Interpretation or deviation from the existing guidelines will be carried out only after internal consultations with colleagues and superiors. The RO, AGA is responsible for the work provided by her/him, and reports directly to the Deputy Regional Director with whom s/he consults on complex technical issues. The RO, AGA also and supervises and delegates tasks to GS staff, as necessary, as it relates to the work of AGA. The end product is reviewed by the Deputy Director to ensure that it is in conformity with ICAO policies.
