WRI intends to award a consultant a 8-month fixed price contract for a Research Consultant based in Peru to assist WRI with desktop research of published information sources and data, with primary focus on the national sources within Peru, and eliciting input from subject matter experts and stakeholders (either through interviews and/or structured/facilitated focus groups, if the latter are deemed needed and feasible).
Program Overview :
Transitioning to low-carbon and net-zero economic development pathway will benefit the society, economy, and the environment. However, in the near term, decarbonization efforts can present significant challenges for those countries and communities which primarily depend on fossil fuels and other carbon-intensive sectors. Like other nations, Peru is grappling with the need to reduce greenhouse gas emissions and mitigate climate change while ensuring the transition does not exacerbate existing inequalities. For the next round of NDC updates in 2025, the Government of Peru has identified the need to incorporate Just Transition considerations in more detail. To achieve this, WRI collaborates closely with Peru's Ministry of Environment and the High-Level Commission on Climate Change to help these government entities incorporate Just Transition considerations in the upcoming NDC update. Likewise, WRI is working with other ministries and national agencies, indirectly engaging grassroots organizations, trade unions, civil society, and academia to further the understanding of the impacts of climate change and climate actions on society and the economy in Peru.
Scope of Work :
WRI is looking for a Research Consultant based in Perú to support the work lead by WRI researchers. Some of the activities WRI anticipate the researcher supporting include:
- Assist in development of the comprehensive list of stakeholders, topics and indicators for the just transition process in Peru, as determined by national circumstances and aligned with the national legislation, long-term strategies, and multilateral agreements.
- Conduct a comprehensive review of existing literature and information in Peru: studies, challenges, and best practices related to just transition, social equity, gender perspectives, and low-carbon economic transitions.
- Identify subject matter experts and organizing meetings, conducting interviews to solicit inputs from SMEs. Potentially: organizing focus group discussions and/or surveys to gather insights and perspectives on the concept of just transition and its relevance in the Peruvian context.
- Thorough review of available literature and interviews, identifying the list of "risk of inequalities" associated with decarbonization efforts in Peru (which population strata or which communities may be negatively affected by decarbonization in the short-term). Shortlisting mitigation solutions: targeted actions/policy interventions needed to prevent any potential negative impacts.
- Summarize existing policies, strategies and frameworks relevant for just transition: employment; access to education; vocational and on-the-job training; climate action and social inclusion in Peru.
- Summarize key provisions of the existing property or access rights for land, forest and water resources (both de jure and de facto) and identify case study/-ies (1-2) for best practices in this area.
- Collaborate with WRI staff and stakeholders to draft a narrative that defines just transition in the Peruvian context, highlighting its key components, goals, and principles.
- Support the engagement and outreach activities by providing science-based insights about climate change and just transition topics in Perú.
Deliverables/Outputs :
- Workplan and schedule: Workplan and schedule of activities to be carried out during the consultancy, agreed upon and approved by the WRI staff.
- Engagement report: Participate in the events and engagement activities organized or co-organized by the WRI within the scope of this project. Document the knowledge sharing and creation, consensus and learning process during these activities.
- WRI Insight Blog on Just Transition in Perú: Co-author and publish at least one WRI Insight blog raising awareness about the intersection of gender and just transitions among the public, policymakers, and stakeholders.
- Activities report: Document summarizing all activities carried out by the consultant during the contract.
Completed a master's degree in social or natural sciences or related areas and are proficient with collecting and analyzing secondary and primary information. A PhD is desirable but can be offset by relevant work experience. At least 3 years of full-time research experience on climate change, sustainable development, just transition, gender and social equity, and public policy in Perú. Experience in multi-stakeholder initiatives and relations management with government officials, international and grassroots organizations, and communities. Experience organizing convenings, events (virtual and in-person), and others on topics related to climate change and just transition. Excel l ent writing, editing, and communication skills, evidenced through past roles and deliverables. Evaluation and Selection :

The consultant offering the best overall value will be selected. For this position , price and non-price aspects are considered to be of approximately equal importance.
